You are correct I fail at reading what's in front of me, sorry about that.
Opening up towns and outposts not sure I don't see a downside to it or an exploit on the horizon but I probably haven't fully thought it through yet.

/notsigned. Its not that difficult, all apart from mostly obscure towns you get simply by completing the story line. Also this would mean that getting run from ascalon to THK, through THK and killing the lich would open all of tyria... nty

First off, I read (and understood) the whole OP before scrolling down to see everybody else hadn't. Does I get a cookie?
I'll /sign it for you. I like capping skills with guildies on all my secondary toons (main's got Legendary), so when they say they need for example, Practiced Stance, I'd say "sure let me hop on my ranger...shit, he's never been to Granite Citadel, why would he have been". Not only is it a money sink, but it's an actually useful money sink unlike almost all other ideas I've read here.
Also, an addition I would add is that unlocks outposts but doesn't unfog the map, that way cartography titles are still forced to earn.
Edit: leaving my last sentence to prove that I didn't really understand the whole OP. lol Totally agreed on it though.

If you are not having fun with PvE then go play PvP.
I mean, it's not like it's hard to finish a campaign...it may be annoying, but not everything can be fun.
And what's the point of having every outpost unlocked for a level 1 char ? to get power-leveled ?
And for all those towns like Granite Citadel, well it's fairly easy to get there in less than 15 mins.

honestly, I'm /signed on this. I think it's a good idea. I hate going over the same map over and over again just to get to an outpost I've already been to 8 or 9 times. Once a campaign is finished there's really no reason not to do this. It doesn't give you any bonuses as far as titles and gameplay is concerned, it just means that when a guildy calls for a mesmer to meet them in some obscure outpost to do something you won't jump up and say 'me me!' only to realize you don't have that outpost on your character.
Besides, if it's attached to the cartography title it means there's actually a practical benifit to a title for once. I really do think it's a good idea.

Says it all. Anet wants you to go through every little town with your new character to reach your favorite farming area. Hence the discouragement of runners by adding doors in factions, and the quick patching of the mentioned GuildHall glitch.

Its not stupidly grindy at all. You never go to the same place twice thus there is no repetition and no grind as far as I am concerned. Opening it up to all characters would be a dumb idea too. How would getting a new character out of pre-searing, immediately to Hell's precipice map pin and completing the game for endgame items benefit the game in any way?
You'd just get even more players who have no idea how to play flooding the end game areas.
A bad bad idea.

It is easy to complete a game on one character, easy to get 100% exploration on one character. I do not believe that this entitles other characters on that account to access parts of the game they shouldn't be able to access. If you start putting restrictions on this idea like, they have to have done x mission and x mission, then you may as well just have run the new character there themselves.
Most of the quests in the games take you to almost all of the outposts. While there are some in prophecies that you might miss because they do not tie in with quests I do not believe this is a good reason to endorse this idea. Not only are players likely to miss quests that are in explorable areas, they are also in general, unlikely to play the game and see the scenery.
I think people should be thankful that, unlike the more traditional MMOs (yes I know GW is not marketed as an MMO), GW does have a quick map option. In many other games the distance has to be walked every single time you want visit a city, or you must pay a ridiculous sum for other transport options.
